e-Learning courseware certification is directed at the five dimensions of standard for three levels of certification.
These five dimensions of standard are....

Dimension 1: Content
The e-learning courseware should provide correct content and adequate
organization, as well as concise expression and presentation, so that learners
are able to achieve successful learning of the materials expected to be
learned.

The courseware content has adequate depth appropriate to the course title and duration. |

Dimension 2. Navigation & Tracking
The e-learning courseware should provide relevant mechanisms for guiding learners
through the course smoothly, so learners can effectively monitor their personal
progress.
Standard 2.1 (required): Navigation |
Criteria 1. |
The courseware interface provides navigation functions that allow learners to efficiently monitor their progress. |
Criteria 2. |
The navigation functions are easy to operate and use. |
Criteria 3. |
Navigation icons, labels, and functions used correspond to common user habit and understanding, without the occurrence of conflicts in design. |
Standard 2.2 (optional): Orientation & help |
Criteria 1. |
The e-learning courseware provide adequate orientation and their functions are properly labeled and consistent. |
Criteria 2. |
The e-learning courseware indicates to learners of their current progress within the course. |
Criteria 3. |
The e-learning courseware provides adequate resources for learners seeking help. |
Standard 2.3 (optional):Learning tracking |
Criteria 1. |
The labels for the learning tracking are clearly indicated and consistent to their functions. |
Criteria 2. |
The learning tracking consists of functions that display lesson completed/uncompleted by the learner. |
Criteria 3. |
When the courseware resumes, it starts the same lesson the learner was at in the previous session. |
Dimension 3: Instructional Design
The instructional design of the e-learning courseware should be consistent and
provide learners with concise goals, adequate presentation of instruction, and
suitable use of learning strategy that promotes comprehension and well-founded
interaction, as well as adequate evaluation and feedback.
Standard 3.1 (required): Instructional objectives |
Criteria 1. |
The e-learning courseware provides specific but comprehensive instructional objectives. |
Criteria 2. |
The e-learning courseware concretely presents instructional objectives in each lesson unit, and these objectives are comprehensive that they reflect the general instructional objectives of the whole courseware.

The instructional methods used can effectively deliver courseware content. |
Criteria 2. |
The e-learning courseware applies more than two types of instructional methods to promote learning. |

The instructional methods used establish links between the learner’s prior knowledge and the lesson content. |
Standard 3.3 (required):Practice & Formative Evaluation |
Criteria 1. |
The e-learning courseware provides appropriate practice and feedback to help learners master the lesson contents. |

The e-learning courseware provides mechanisms for formative evaluation that help learners understand their learning progress and results. |
Criteria 3. |
The practice drills and formative evaluations correspond to instructional objectives. |
Standard 3.4 (optional): Summative Evaluation |
Criteria 1. |
The content of summative evaluation is consistent with the instructional objectives and covers the content of each instructional unit adequately.

The summative evaluation provides adequate feedback and points out lesson units in which learners have not satisfactorily performed. |

Criteria 2. |
The e-learning courseware utilizes designs that motivate learners to learn. |
Standard 3.6 (required): Congruence |
Criteria 1. |
The e-learning courseware provides sufficient amount of content to achieve each instructional objective. |
Criteria 2. |
The content of the e-learning courseware is able to achieve instructional objectives. |
Criteria 3. |
The instructional objectives, learning activities, and assessments of the e-learning courseware are congruent with each other. |
Dimension 4: Instructional Media
The effective application of instructional media, aesthetically
pleasing design of the learning interface, as well as design and production of
instructional media, etc are able to enhance learning and comprehension.

The utilization of multimedia elements complies with principles of multimedia instruction. |
Dimension 5: Creativity
The fifth assessment criteria is creativity. The agency seeking for approval
may decide to fill in, and include the results into the final calculation. In
order to encourage creativity in developing e-learning courseware, please
assess the courseware with regards to the creative expression aspect of the content,
tracking of learning progress, instructional design, and instructional media. Examples
and explanations for their creative expressions should be provided. The panel
of evaluators will evaluate and decide whether they are approved.
